Yup he blocked off the highway to propose. Apparently he stopped his car on the highway with family members in their cars travelling behind them so they could help stop the traffic long enough to get out of the car and pop the question. Because the middle of a highway with the fumes and horns honking is such a romantic setting.

UPDATE on December 21 Houston Police Department spokeswoman Jodi Silva confirmed he will be charged with obstruction of highway, which is a Class B misdemeanor. If convicted of the class B misdemeanor, he faces a maximum sentence of 6 months in jail and a $2,000 fine.
